The Hubei Provincial Grain Bureau reported that, in order to fully establish a rule-of-law-based guarantee system covering all links of grain security—production, procurement, storage, processing, and sales—Hubei Province is accelerating the drafting of the "Hubei Province Grain Security Assurance Regulations."
According to a report by Hubei Daily (reporters Chen Liling, correspondent Chen Liang, and Yi Li), on December 3, the Hubei Provincial Grain Bureau announced that, in order to fully establish a rule-of-law-based guarantee system covering all links of grain security—from production and procurement to storage, processing, and sales—Hubei Province is accelerating the drafting of the “Hubei Province Grain Security Assurance Regulations.”
December 4 of this year marks the 12th National Constitution Day, and December 1 to 7 is the 8th “Constitution Promotion Week.” The Constitution sets the overall direction for implementing responsibilities related to food security and assigns duties to state institutions and citizens to safeguard food security.
In recent years, the rule-of-law guarantee system in the field of food security has been accelerating its improvement. On December 29, 2023, the "Food Security Guarantee Law of the People's Republic of China" was officially promulgated and will take effect on June 1, 2024. This law, directly formulated in accordance with the Constitution, provides the strongest legal backing for food security.
As a major national grain production base, Hubei Province adheres to a “dual-drive” approach of reform and innovation, and pursues “both high-level food security and high-quality industrial development” in parallel. Since the beginning of this year, legislative work on the “Hubei Province Food Security Assurance Regulations” has been accelerated. The Provincial Grain Bureau has set up a dedicated task force and has successively visited Fujian and Anhui provinces for legislative exchanges. Additionally, it has conducted specialized legislative research in various cities within Hubei Province, including Xiangyang, Jingzhou, Jingmen, Xianning, and Tianmen.
To lead the whole society in enhancing its awareness of the rule of law and improving its legal literacy, and to further foster a strong atmosphere of concern for food security and care for food-related work, from June 23 to June 30, the Hubei Provincial Grain Bureau, in collaboration with the Hubei Provincial Base for Local Legislative Research and Talent Development (Wuhan University), launched a legislative proposal solicitation campaign titled “Food Talk and Policy Recommendations: Building a Solid Foundation—Ensuring Food and Oil Security in Jingchu,” thereby comprehensively bolstering the confidence of all sectors of society in Hubei’s efforts to safeguard food security.
Currently, the "Regulations on Grain Security Assurance of Hubei Province" are being expedited for formulation, aiming to ensure a stable and secure food supply—“the Chinese rice bowl”—safeguard and manage the “Jingchu Granary” effectively, and vigorously contribute grain-related efforts to the ongoing development of the pivotal role.
